Abstract
The founders of the Qajar government were aware of the principle that the continuation of their authority , in addition to military power, is closely related to the revival of past customs and traditions. Giving the khalat was also a custom with a long history in Iran, For this reason, the Qajar rulers tried to celebrate this ceremony as magnificently as possible on various court occasions. The present research aims to analyze the function of the khalat in the relations of the court of Naser al-Din Shah Qajar 1848-1896 A.D, to answer the question, what functions did the giving of the khalat have in the relations of the court? This research analyzes this issue with a descriptive-analytical method and the use of historical sources and documents. Research shows that the granting of khalat had two important instrumental functions. The king exercised his power and legitimacy by granting the khalat; In the financial approach of granting khalat with different conditions in return for offering, a part of the treasury budget deficit was compensated. State and military officials also benefited from khalat for purposes such as attracting supporters and gaining prestige. As a result, with the passage of time and the king's excessiveness in giving away the khalat, its original function was also weakened.
