With the advent of Islam and the revelation of the Qur'an in the quasi-Jazeera, a group was formed in the Islamic society that became known as the Qara'a. Recognition of the readers and study of their role in cultural and political developments in the first century AH and especially during the reign of Mu'awiyah ibn Abu Sufyan is the main focus of this research. Extensive research on reading has been done in the early days of Islam, but there are still many unspoken angles among historians. The present study reflects the policy and practice of Mu'awiyah on the convergence of the readers of Kufa in the Sufi era. Using a descriptive-analytical method, this article concludes that Mu'awiyah's policies played an important role in the cultural and political developments in Kufa in the formation of a group of Qara and Ottoman Kufa believers who became opponents of Imam Ali (as). Which led to convergence with the policies of Mu'awiyah and the Umayyad Party in Kufa.
