The product of the Ismaili propaganda movement and the efforts of their invaders was the formation of Fatimid rule in the last years of the third century in Qairvan. The period of the Fatimid Caliphate (1021-985 AD) due to a set of personality traits and characteristics, behavioral changes and his performance as Imam and Fatimid Caliph marked special moments during the Fatimid Caliphate (567-297 AH). This research, which is done with a descriptive and analytical approach and with a library method, seeks to investigate and analyze the exceptional attractiveness and charismatic sovereignty of the Caliph al-Hakim; Hence, the main question of the leading article is a sociological explanation and a review of the formation and influence of the Fatimid leadership. The findings of the present study show that the position of the Fatimid Imam and Caliph in the eyes of their followers on the one hand and the political and economic achievements that the ruler achieved despite his young age in the caliphate; Also, his special actions in training da'is, expanding the invitation system led to the creation of the ruler's charismatic idea. The idea that with the support of the Fatimid da'is of the position of the caliphate and the Imamate of the ruler and the design of his infallibility, provided the basis for the assimilation of superhuman characteristics among his followers and finally formed a circle of companions who believed in the caliphate's priority Gravity and charismatic sovereignty reigned.
